How do I drill a hole in my tenement's ceiling while ensuring that I do not hit wiring for overhead lights or other important things?

I would like to install two hooks for suspending lighting in my tenement's ceiling. It only requires drilling two small holes to insert the hooks. I was going to use a stud finder so that I might install the screws in beams, but I realised that along these supports is also where electrical wires might run. Would it be better to use the barb-clips that come with the hooks, and avoid drilling into beams?
