[Help]How to polish steel to a shiny finish?

I bought a pipe tomahawk from Cold Steel and am looking for help on how to get the metal to a shiny finish. I have an angle grinder and tried using it with a 60 grit flapjack but it's just creating deep swirl marks in it. Below I've posted examples of what the steel looks like unfinished and the finished result I'm looking to get. Any recommendations would be really appreciated.
